insert into olpl_counter (id,valuex) values(:1 ,:2 )

Hello Again everybody ,

I`m getting, after upgrade teamwork to version 4.7 , to many wait for concurrency on database Oracle , with this SQL command , insert into olpl_counter (id,valuex) values(:1 ,:2 ) , how can i fix that ? Or Is it normal ?
